Yet the environments in which those people are operating are increasingly shaped before they arrive. Information has been filtered, options have been ranked, and recommendations have been framed by systems that most organizations have not fully mapped. Oversight that begins at the point of final approval may be real as a procedure while remaining incomplete as a safeguard.
At the same time, the standard-setting community is producing serious and well-constructed guidance. Organizations that implement it are meaningfully better positioned than those that do not. The challenge is that structural compliance and operational effectiveness are not the same thing. An organization can have robust documentation, a complete audit trail, and a named human approver, and still have no meaningful visibility into the conditions under which that human made their choice.
International standards have done important work in building the architecture of AI governance. Risk management frameworks, management system requirements, and impact assessment guidance collectively represent the most rigorous publicly available foundation for responsible AI adoption. But that architecture operates at the system and organizational level. It does not descend to the individual, to the person who receives an AI-generated output and must decide in real time whether to follow it, question it, or escalate it. Research on how governance actually functions inside organizations consistently shows that the attitudes, perceptions, and role clarity that individuals bring to those moments directly determine whether the framework above them translates into practice or remains aspirational.

But it is the only kind of governance that holds up when a decision is challenged, an outcome is questioned, or a regulator asks someone to explain not just what was approved, but how the choice was actually made.
