Alignment Doesn't Come From a UN Vote

This week, the United Nations General Assembly voted 117 to 2 to establish a new independent scientific panel on artificial intelligence, modeled deliberately on the Intergovernmental Panel on Climate Change. The United States voted against it, calling the panel a significant overreach. That position deserves a fair hearing, because the precedent being invoked has a documented track record worth examining.

The IPCC has existed for nearly four decades and has produced thousands of pages of scientific consensus. The Paris Agreement, celebrated as a landmark moment for global coordination, was built on voluntary national commitments with no binding targets and no enforcement mechanism. Developed nations pledged $100 billion annually to support participating countries by 2020 and did not deliver it. The distance between what a global governance body produces and what member nations actually do has been the defining characteristic of that model since its inception.

The structural problem is not the quality of the panels or the people on them. Countries arrive at summits, sign declarations, return home, and govern according to their own economic and political priorities. That is not an accusation. It is the observable pattern across three decades of international coordination attempts. A new body, however well-staffed, operating within the same voluntary architecture, is working against the same headwinds.​

AI moves considerably faster than the policy cycles those bodies were designed around. A 40-member panel producing its first report ahead of a July dialogue is not operating at the speed of the technology it is meant to assess. By the time any recommendation clears the political process required to become actionable guidance, the systems being discussed will have already changed in ways the panel was not examining.​

This is the environment in which this week's articles should be read. The instinct to build governance structures around AI is understandable, and the challenges are real. But governing technology well does not begin with a UN resolution. It begins with the decisions leaders and organizations make about how they use it, who is accountable for outcomes, and whether they hold that line when it becomes inconvenient.

The UN vote this week was a signal, whatever one thinks of its likely effectiveness. Institutions at the global level are acknowledging that AI is no longer a contained technology experiment. It is embedded in how organizations operate, how information gets processed, and how decisions get made. The challenge is that the most consequential AI influence is often the least visible, not in the executive presentation or the formal approval gate, but in the daily workflow of the person summarizing a complaint, flagging an anomaly, or deciding what is good enough to close.

Most organizations believe they understand where AI is at work inside their operations. In practice, the influence runs deeper and wider than the approved tools list suggests. AI shapes what appears urgent, what looks resolved, and what gets escalated before anyone with formal decision authority ever sees it. Those are decisions, even when the organization does not label them as such. And when the organization cannot see them, it cannot govern them.

The oversight question follows naturally from that reality. Knowing that AI is influencing judgment is only useful if someone is actually responsible for evaluating that influence. Human review that lacks defined authority, clear criteria, and genuine accountability is not oversight. It is process theater. Automation bias does the rest, quietly converting review steps into acceptance steps and distributing responsibility so broadly that when an outcome is later questioned, no one can explain how it was actually formed.

Global governance bodies can produce frameworks, but the accountability question ultimately lands inside organizations, on the people deciding how AI is used, where human judgment is mandatory, and who owns the outcome when something goes wrong. That clarity does not come from a panel report or a policy declaration. It comes from leaders willing to look at their own operations honestly and govern what they actually find.

  • Map decisions before you map tools. Identify where AI is influencing judgment in your operations, not just where it is formally deployed. The most significant exposure is often in roles that do not appear decision-heavy on paper.
  • Name the hidden decision-makers. Frontline employees who summarize, categorize, escalate, and close are making decisions every day. Acknowledge that reality explicitly and include those roles in your governance thinking.
  • Define what human-in-the-loop actually means. A review step without authority, criteria, and accountability is not oversight. For every AI-influenced decision point, someone must be empowered to challenge, override, and document.
  • Train for scrutiny, not just usage. Employees need to understand automation bias by name and by experience. Evaluating AI influence is a skill that must be developed deliberately, not assumed to exist because a review step is present.
  • Build for explainability from the start. When an AI-influenced decision is later questioned by a regulator, auditor, or customer, you must be able to reconstruct how it was formed. If you cannot explain it today, you will not be able to defend it tomorrow.
  • Treat governance as iterative, not installed. AI decision risk does not remain static as capabilities evolve and organizational reliance deepens. Build feedback loops into your governance approach and revisit decision authority as conditions change.

A Moment of Reflection

Take a moment this week to consider one simple question:

Can your organization explain, right now, how an AI-influenced decision was made, who was responsible for it, and why the outcome was reasonable?

If the answer depends on which decision you pick, which department you ask, or which week it happened, that is the signal. Defensibility is not a documentation project. It is the byproduct of governance that was present when the decision was made, not reconstructed after it was questioned.

The UN vote this week will generate debate for months, and that debate is worth having. But the organizations that will navigate this moment most effectively are not the ones waiting for an international panel to tell them what responsible AI use looks like. They are the ones already doing the harder, quieter work of making AI influence visible inside their own walls, assigning real accountability to the people closest to the decisions, and building governance that holds up under scrutiny rather than just under favorable conditions.

None of this requires a perfect framework or a finished standard. It requires leaders who are willing to ask honest questions about where AI is actually shaping outcomes in their organizations, and who are prepared to act on what they find. The technology will keep moving. The expectation that organizations can explain and defend their AI-influenced decisions will keep growing. The distance between those two realities is exactly where alignment lives.
